Schedule some time on the calendar and say, "I would like to spend 20 minutes talking to you," or use the opportunity of the pre-scheduled Annual Review Meeting that's already on the calendar. But have some quieter time where the two of you are expecting to be face to face and you are not expecting any interruptions and they don't have something else to run off to you because you want them to listen and to focus and not to brush you off.
