the same...as...表示"与……同样的",不是同一个
the same...that..表示"同一个"

所以：
We are facing the same problems ___as__ we did years ago. 表示要再次解决相同的问题，但是肯定这次解决和之前的解决不是一件事儿。
We are facing the same problems __that__ we faced years ago. 表示面对了和曾经相同的问题，由于指的是问题，所以问题没有变，仍是同一个。
