Cold can also affect your shoulder.
寒冷也会影响到你的肩膀。
You give someone the cold shoulder when you refuse to speak to them. You treat them in a distant, cold way. The expression probably comes from the physical act of turning your back toward someone, instead of speaking to him face-to-face.
当你拒绝和某人说话时,你就会冷落他(give someone the cold shoulder)。你以一种疏远,冷淡的方式对待他们。这个短语可能出自这样一种举动,你不想和某人面对面讲话时,你会转身背对着他。

you may give a cold shoulder to a friend who has not kept  promise to you or to someone who has lied about you to others
